Document Security Failures Expose India's Examination System

Even in an age of advanced document digitisation, poor handling of physical documents – and the information used to create them – can still have consequences on a national scale. Two recent investigations into examination paper leaks in India demonstrate vulnerabilities at opposite ends of the secure document lifecycle: one involving the disposal of printed spoilage, the other involving trusted insiders with legitimate access to confidential information.

In Maharashtra, police investigating the leak of Teacher Eligibility Test (TET) papers found that the vulnerability was straightforward. Defective question papers produced at a print facility were placed in a waste box prior to destruction. According to investigators, papers intended for disposal were removed from the facility, exposing weaknesses in the security surrounding confidential waste material.
